Are they supposed to keep a New Years budget in mind, too, or... does anybody even celebrate New Years if they do this Christmas thing?

I don't know. Christmas was the big deal where I came from, but New Years was still celebrated too. Some cultures were different, though. I think the Chinese and Japanese made a bigger deal out of celebrating the new year.
