They can, but not usually. It depends on if you discuss them beforehand or not. Why?

Oh. I think moms are generally only limited by their income when it comes to how many presents they give their kids.

I don't know. Christmas was the big deal where I came from, but New Years was still celebrated too. Some cultures were different, though. I think the Chinese and Japanese made a bigger deal out of celebrating the new year.
